I think you have underestimated the fuel costs. Many people drive 50-60 miles a day to get to work and back. These people burn 2-4 gallons a day, or about $40-$80 per week.

On a national basis, the US spends about $200 million per day on imported oil (not including domestically produced oil.) This is money that could have been spent on investment or other consumer items.

There is a definite benefit to the economy if fuel consumption could be reduced. Cutting back consumption is achievable. For one thing, most office workers can work remotely. Remote Office Centers are available in many large cities. They lease individual offices, internet and phone systems to workers from different companies in share centers located around the suburbs. Remote Office Centers can be found on the web by searching for "Remote Office Centers" in quotes.

Cutting back on oil, traffic congestion and polution will benefit everyone. Many people can not work remotely, but they will still gain the benefit of lower oil consumption and less traffic on the road.
